Juan Pablo Guerrero
Juan Pablo Guerrero joined the Center's International Budget Partnership as Program Manager in September 2009. He will be based in Mexico City.
He is responsible for managing the Mentoring Government Capacity for Budget Transparency and Participation Program to help governments build transparency systems that identify and provide the information that civil society needs to participate in policy processes. From 2002 to 2009 Guerrero was one of the founding information commissioners of the Federal Institute of Access to Information in Mexico. Before that Guerrero was a full-time professor at the Center for Economic Research and Teaching (CIDE) in Mexico, where he specialized in public administration, budget transparency, and accountability and anti-corruption reforms.
He holds a PhD in Political Science at the Institut d’Etudes Politiques (IEP) in Paris and holds two MAs one in Public Policy from IEP-Paris and another one in Economics and International Politics from SAIS of the Johns Hopkins University.
